I posted on the VMFL web site to get an explanation for the 10 Play count.
It looks like the only option is to play a Kid 10 plays or have him sit on the bench with helmet and shoulder pads off. A copy of the post is below. Sick Injury or Discipline does not give you any options.

I would like an explanation on the 10 play rule.
I know the basics, each player must play 10 play, but there is a lot of confusion regards to injured players, sick and discipline. Absent is pretty straight forward.
Are the rules written and posted somewhere, most commissioners (at the Atom level) have no idea and try to figure it out on the field during the game
I coach at the Atom level and we work very hard to get every player involved but sometimes a child will get hurt but we know he can still play but emotionally he’s not ready to go back in. Sometimes all it takes is a few minutes some positive words and he’s back in the game, other times it takes longer but we keep trying. If it takes to long he my not get 10 plays
Another example we had a child that is not feeling well but wants to be there and play. He goes in for a bit but feels ill and comes out. We had marked him as sick and talked with the other coach but I was told by the commissioner that he had to play 10 plays. We did not want any issues so we asked him to go in for 2 more plays so he had his 10 plays and then he could sit out again. Same game we had a player who felt sick missed most of the first half then came in and played well easily getting 10 plays but we were not sure what to do with him if he couldn’t play
Also what do you do with a player that does not come to practices but shows up for games. If you mark him as discipline does he have to get 10 plays?
We have a small team so ten plays with healthy players is usualy never an issue for us , usually taken care of by the second quarter but it would be great if we were all on the same page.

Good questions coach. To add to this a question was asked of me in an Atom game as well. What if you have a player show up to start the game, but has to leave at half time?

In the 5 or so years that I've been coaching with the 10-play rule (prior to this season) we did the following:
If a player is unable to start the game due to illness, he is unable to play the game. Mark with an 'S' on the roster and have him sit on the bench, shoulder pads/helmet off.
If a player is unable to start the game due to injury, he is unable to play the game. Mark with an 'I' on the roster and have him sit on the bench, shoulder pads/helmet off.
If a player is unable to start the game due to disciplinary reasons (not making practices etc), he is unable to play the game. Mark with a 'D' on the roster and he may not sit on the bench with the players.
Any player that comes out of the game due to injury/illness/discipline that will not be playing any longer removes his helmet/shoulder pads and is exempt from the 10-play rule for the remainder of the game. Players failing to remove their equipment are still entitled to the 10 play minimum.
^^^^^^ - This became necessary for our play counters to establish whether or not players were still active in the game.

Any player leaving early needs 10 plays before he leaves (unless he has been injured/ill).
These are just my thoughts ... VMFL Commish might have other views.

One of the problems is there are a lot of opinions of the rule. What we need is a definition of the rule so we can play football , not “discuss” whether or not we are in violation . If we all know where we stand it would be a lot easier for everyone.
Coaches have to be some flexability for the younger Kids, or we will have half the bench sitting with helmets and shoulderpads off.
We have played 3 games this year, and everyone has concerns with what to do with kids as they get hurt during the game. In an Atom game you can have Half your team complaining if its a tough game.

Coach Dan is correct in all his points. If you follow his guidelines you will be fine.
Also make sure the Commissioner is aware if a player is unable to complete their 10 plays.

Thanks Coach Dan. There seems to be little info on the 10 play rule and what is/is not allowed. Our problem this year stems from the fact that we have 27 kids! Not enough for two teams, too many for one. I'll be honest, it creates chaos for us as coaches, because we have to spend much of our 'coaching' time instead counting plays. We got a better system going last game, but the game before that nearly killed us!!
The rule in principal is correct. All kids need to play. I am not complaining about that. What I have found frustrating is that we've had to coach our kids to a) run out of bounds after a first down, b) run our offense as quickly as we can, c) keep plays relatively simple. We are fortunate to have a very strong team this year, but we have had to reduce our playbook, in essence to use 'less effective' plays when playing a weaker team. It bothers me because to the unknowing spectator it looks like we are rubbing it in if we are in the clear but run out of bounds. Having no play clock in the first 5 games makes it even more difficult. Does this change after game 5??
The other unfortunate thing is that there appears to be two very strong teams in Atom this year (Cloverdale Tigers and SD) and then a fair drop after that. It's hard for kids on both sides of the game. It's not fun to win in a blowout - and it's definitely not fun to lose in a blowout! I hate seeing kids in tears after games, and I am not sure if there's much to be done. We can't tell our kids to not try or not play.
Ah well. I think I just needed to vent a bit. These are kids and I want ALL kids to have fun, be challenged, and have success.

At the risk of having the wrath of your Manager on me, we used to get 2 parents to stand behind out bench and 'track' the play's for each player. At the end of each quarter the Head Coach could get a good look at who needs what and tweak his personel as required. Having said that, in my tenure as a Head Coach we frequently got our '10 Play' considerations out of the way in the first half. The stronger the team you are the easier it should be to get EVERYONE in for their 10 plays and much, much more. In Atom we regularily had 22-25 kids, and upwards of 30-35 in PeeWee, Jr Bantam and Bantam. Our team was up to almost 40 during pre-season and I wasn't sure what we were going to do to get out numbers down for the Frozen Roster.. but we've had some injuries and a few players quit to pursue High School so we're now back down to the limit. (VERY happy we didn't have to entertain the thought of cutting players)
